Manager II - Proposal Development | BAE Systems | Nashua, NH
The Proposal Development Manager II is a key contributor to the BAE
Systems Business Winning organization, leading PROPOSAL TEAMS through
the tailoring and application of capture planning information and
proposal development processes on major competitive proposals. The
Proposal Development Manager II provides subject matter expertise in
business winning and proposal development best practices to the business
organization, ensuring a disciplined, consistent and efficient approach
to winning new business.
From a tactical perspective, the Proposal Development Manager II is part
of the Business Development Directorate and is responsible to
participate in capture plan development and facilitate execution through
the proposal. He/She is responsible for leading customer
requirements analysis, proposal plan development and execution to
schedule and budget constraints, Proposal Team training and managing all
aspects of proposal deliverables (e.g. Technical, Management, Past
Performance and Cost Volumes) to ensure compliance with solicitation
requirements and delivery of value propositions consistent with the
corporate strategic approach to a given opportunity.
Required Education:
Bachelors Degree in Business, Marketing or other related field or
equivalent experienceand 12+ year(s) related experienceRequired Skills:
1. Facilitates the development of capture plans inclusive of competitive
assessments, customer contact plans, SWOT and gap analyses, proposal and
performance risk assessments, Price-to-Win and discriminators, win
themes and strategies. 2. Leads Black Hat reviews, Blue Team reviews and
supports Phase 1A and Phase 1B Lifecycle Management reviews. 3.
Recommends/ advocates Integrated Baseline Solution development tasks
that establish technical, management and cost solutions prior to the
proposal development phase. 4. Manages development of all proposal
deliverables to established processes and procedures, including
Technical, Management, Past Performance and Cost volumes. 5. Provides
proposal development process training to capture teams as required on
strategic, competitive and sole source opportunities. 6. Plans, prepares
and leads the proposal and writing kickoff meetings and supports the
cost proposal kickoff meeting. 7. Creates the proposal plan/schedule to
which the proposal is managed in full consideration of the capture plan,
win strategy and bid approval requirements. 8. Analyzes/parses
solicitation requirements, develops proposal outlines and Content
Compliance Matrices (CCMs) and maps win themes, discriminators and
strategies into appropriate proposal sections, ensuring a compelling
communication of value propositions. 9. Reviews all outlines,
storyboards, text, graphics and proposal volume mock-ups for clarity,
conformance, consistency, and completeness. 10. Leads Pink Team and Red
Team proposal reviews and supports the Phase 2A Lifecycle Management
Review. 11. Maintains knowledge of state-of-the-art proposal development
tools and best practices, advocates and implements proposal process
change that improves efficiency and win/capture rates.
